There are so many possibilities of what it could be. Rashes, eczema, psoriasis, etc. It will take a doctor to diagnose it and figure out what it is. Was the doctor who told you it looked like psoriasis a dermatologist? If it doesn't clear up, I'd suggest asking to see a dermatologist if you haven't seen one already.

Steroid creams seem to be the first treatment doctors want to try. My regular doctor started me on one for what he thought was eczema. I went to a dermatologist who is the one that diagnosed me with psoriasis.
